3.1 Operations Chief
Responsibilities:
The Operations Chief manages the direct response to the disaster and oversees the activities of the following emergency teams:
- Search and Rescue
- Maintenance/ Fire Safety
- Site Security and Re-entry
Start- Up Actions:
- Check in with Emergency Operating Center (EOC) Director for situation briefing.
- Obtain necessary equipment and supplies from Logistics.
Operational Duties:
- Brief emergency teams on the situation and supervise their activities.
- If additional supplies or staff are needed for the Operations Section, notify Logistics. When additional staff arrive, brief them on the situation, and assign them as needed.
- As information is received from Operations staff, pass it on to EOC Director.
- Make sure that Operations staff are following standard procedures, utilizing appropriate safety gear, and documenting their activities.
- Schedule breaks and reassign Operations staff within the section as needed.
Closing Down:
- At the EOC Director’s direction, release Operations staff no longer needed.
- Return equipment and supplies to Logistics.
- When authorized by EOC, deactivate the section.
- Turn in your hours to the Timekeeping Team.
3.2 Search & Rescue Team
This Team would only be activated at the request of the Emergency Operating Center (EOC) Director, and only if absolutely necessary. In most disasters, the fire and police will do search and rescue. Team members must use the buddy system (minimum of two per team); wear sturdy shoes and long-sleeved shirt; may not enter severely damaged buildings.
Responsibilities:
This emergency team is responsible for using search and rescue procedures to locate and remove employees and visitors when they are unable to exit from the building due to personal injury or because they are trapped.
Start up Actions:
- Obtain all necessary equipment from the storage container or facility (crowbar, hard hats, gloves, flashlights, etc.).
- Check in with the Operations Chief for a situation briefing.
Operational Duties:
- Receive instructions from the Emergency Operating Center (EOC) to search out and rescue individuals from the building. The Operations Chief will have received reports from the Site Security/Reentry Team about the condition of the building before initiating search and rescue operations and will have obtained information about the probable departmental area(s) to search for missing persons.
- When it is determined that the building is safe to enter, search the assigned areas using an orderly pattern. Search visually and vocally. Use chalk or a grease pencil to mark a slash on the door or entry wall when entering a room or work area; when leaving, mark another slash to form an “X” to indicate that the location has been searched. Report by radio to the Operations Chief that the room or work area has been searched.
- When injured or trapped persons are located, transmit the location, numbers of persons found, and condition of these persons to the Operations Chief. Do not use names and keep communications brief.
- Perform first aid and/or CPR on the spot, if warranted by the condition of the injured persons.
- Remove debris and fallen objects to free any trapped persons.
- Utilize rescue procedures to remove the persons from the building and deliver them to the First Aid Team.
Closing Down:
- Record the exact location where persons were found and give this information to the Situation Analysis/Documentation Team so that it can be entered on the site map and preserved as a legal document.
- Return all equipment to the storage container or facility.
- Sign out with the Timekeeping Team.
3.3 Maintenance/Fire Safety Team
Responsibilities:
This emergency team is responsible for identifying, reporting, and if possible, remediating hazards at the Ridder Park site, including fires, gas leaks, electrical problems, and structural damage.
Start up Actions:
- Obtain all necessary equipment from the storage container or facility (fire extinguishers, hard hats, gloves, flashlights, etc.).
- Check in with the Operations Chief for a situation briefing.
Operational Duties:
- Locate, and if possible, control and extinguish small fires.
- Check the gas meter, and if gas is leaking, shut down the gas supply.
- Shut down electricity if directed by the Emergency Operating Center (EOC) to do so or if there are obvious dangers such as electrical discharge and arcing.
- Assess structural damage to the building to the extent possible without endangering team members.
- Report all hazards to the Operations Chief.
- Route fire department and police as appropriate.
- Do not repair structural damage prior to full documentation (such as photographs and video evidence), unless the repairs are essential to immediate life-safety.
Closing Down:
- Record the exact locations where hazards occurred during the emergency and give this information to the Situation Analysis/Documentation Team so that it can be entered on the site map and preserved as a legal document.
- Also provide the Situation Analysis/Documentation Team with photographs or video evidence of the damage.
- Return all equipment to the storage container or facility.
- Sign out with the Timekeeping Team.
3.4 Site Security/Re-entry Team
Responsibilities:
This emergency team is responsible for securing the Ridder Park site after evacuation, admitting only authorized persons (such as the Search and Rescue Team) until the emergency is over, and assisting staff in their orderly re-entry into the building.
Start up Actions:
- Obtain all necessary equipment from the storage container or facility (yellow security tape, warning signs, hard hats, gloves, flashlights, etc.).
- Check in with the Operations Chief for a situation briefing.
Operational Duties:
- After evaluation, secure all major external doors and gates and continually monitor them, admitting only individuals authorized by the Emergency Operating Center (EOC).
- If re-entry will not be permitted for a long period, lock doors and gates or use security tape and signs to show that entry is prohibited.
- Ensure that persons who have evacuated remain well back from the building.
- Make sure that damaged, contaminated, or otherwise hazardous areas are cordoned off with security tape, that warning signs are posted, and that these areas are constantly monitored while they remain in a dangerous condition.
- Report any security violations or other problems to the Operations Chief.
Closing Down:
- Return all equipment to the storage container or facility.
- Sign out with the Timekeeping Team.
