Regional System of District and School Support

The Regional System of District and School Support is a program authorized
through Title I. Its purpose is to implement the law by assisting county offices
to build district capacity and provide technical support to districts that have
schools identified for Program Improvement, or at risk of being identified for
Program Improvement. RSDSS provides support to districts and schools to increase
student achievement. Leadership, professional development training and guidance
is provided to county offices, districts and schools receiving Title I funds, as
they plan, implement and evaluate programs focused on improving student
achievement. RSDSS operates under the authority of the California Department of
Education with eleven regional offices throughout the state.
The Region 5 RSDSS is comprised of four counties: Monterey, San Benito, Santa
Cruz, and Santa Clara. The Regional Director is located in the Santa Clara
County Office of Education. Each County Office of Education has a RSDSS
Coordinator that serves as a liaison to the RSDSS. The Region 5 Director and
Coordinators work collaboratively to develop, support and implement the Region 5
Work Plan.
The focus of the Regional System of District and School Support (RSDSS)—Region
V Serving Santa Clara, Santa Cruz, San Benito and Monterey counties.
- RSDSS has established as its priority Program Improvement districts,
districts with a high number or proportion of PI schools, and districts at
risk of becoming PI.
- RSDSS is available to help identified schools and districts to assess
their status and determine appropriate school improvement efforts.
- RSDSS provides technical assistance to increase district capacity through
professional development trainings and planning assistance for districts and
school sites.
- RSDSS collaborates with regional partners to ensure that research-based
resources are brokered to meet the needs of PI districts and schools. These
include the California Technology Assistance Program (CTAP), the program for
Advancement Via Individual Determination (AVID), the California Subject
Matter Projects (CSMP), the Regional Assessment Network (RAN), the Gates
Foundation for Leadership, the High School Learning Collaborative, and the
Vocabulary Forum.
